Position within the Organisation

The Global Design, Monitoring, Reporting and Learning Officer is a member of the Policy, Learning and Advisory Services Team, which leads Interpeace’s policy and thought leadership work, and links Interpeace’s peacebuilding research and scholarship with the organisation’s peacebuilding practitioner/field experience. The Unit explores and develops innovative policy proposals and practical initiatives relating to peacebuilding and interacts with the United Nations and other international organisations and actors in order to advance their thinking and lift their peacebuilding capacities. The Team leads in fostering a policy learning culture in the Interpeace. The Unit is also responsible for ensuring a comprehensive, evidence-based, effective and institution-wide framework for monitoring and evaluation of Interpeace’s peacebuilding including harvesting data and findings that can be used for reporting obligations and communications purposes. The officer works primarily in collaboration with other Monitoring and Evaluation colleagues as part of a team, and is required to interact with colleagues undertaking practical peacebuilding in the field as well as colleagues responsible for communications and donor liaison.

Purpose and General Overview

The Global Design, Monitoring, Reporting and Learning Officer plays a key role in Interpeace’s knowledge and information management, responsible for advising design, monitoring and evaluation as well as learning processes of country programmes as well as shaping and socialising institutional DMEL framing and guidance. The Officer is also responsible for ensuring the timely capture, recording and dissemination of data and other information demonstrating Interpeace’s progress and results (internally and externally), as well as supporting learning processes within Interpeace. The Officer contributes to developing and strengthening Interpeace’s institutional reporting frameworks and provides guidance and technical support to Interpeace colleagues.

Duties and responsibilities

Institutional Monitoring and Evaluation:

  1. Provide guidance to ensure the application, management and strengthening of Interpeace’s institutional measurement framework;
  2. Co-Lead the development and roll-out DM&E guidelines and tools at the institutional level;
  3. Coordinate the review, maintenance and storage of institutional monitoring, evaluation and reporting tools and systems;
  4. Co-design training materials and lead on the induction of new staff on institutional DMEL practice and expectations;
  5. Provide practical guidance to address shortfall and coaching for Interpeace staff in information recording and management that affects DMEL;
  6. Participate in donor and partner meetings and respond to donor inquiries related to DMEL at the institutional level and at the programme level as requested

Reporting:

  1. Lead the management and revision of reporting systems (context updates, progress against yearly workplans, strategy implementation and institutional indicators monitoring) enabling adequate data to be collected according to their availability and use;
  2. Promote and support regular inputting of data by other colleagues into these systems as required within the framework of the International Aid Transparency Initiative (IATI) and towards institutionally identified indicators of progress and achievement;
  3. Compile, analyse and visualize data as required per different reporting needs and audiences;
  4. Contribute to reports for institutional donors and other Interpeace partners to ensure accuracy of information, its coherence with DMEL standards, and effective communication.

Design:

  1. Lead the facilitation of design workshops for new and existing programmes as requested and support programmes in the development of country strategies that align with Interpeace’s 5-year strategy and;
  2. Lead the development of theories of change, logical frameworks and M&E plans for existing projects where there is no dedicated M&E capacity and in support of PDU proposals as requested
  3. Ensure that programmes and policy projects are following guidance on budgeting for MEL activities;
  4. Ensure that the programmatic work in-country feeds into Interpeace’s 5-year Strategy and Annual workplans;
  5. Contribute to the writing of programme and policy proposals and concept notes in order to ensure that issues about monitoring and evaluation are taken into account, clearly stated and in line with team capacities and existing systems (e.g. Logframe and indicators, M&E plan, Theory of Change).

Collaboration with country level monitoring and evaluation:

  1. Provide technical assistance and guidance for the development and roll-out of monitoring and evaluation systems and tools at the country or project level
  2. Lead design and analysis of quantitative baseline, mid-term, and end line studies as well as other quantitative research as necessary;
  3. Assist programmes in planning and facilitating Outcome Harvesting and periodic reflection processes for country programmes ;
  4. Support external programme assessments and evaluations through the development/review of TORs for evaluations and baselines, the recruitment and management of consultants, the review or design of data gathering tools and processes and review of final reports;
  5. Synthesize evaluation findings to ensure the integration of recommendations into ongoing and future programming;
  6. Develop and maintain a database to record, track progress and report on implementation of evaluation recommendations;
  7. Ensure that shortfalls in monitoring, evaluation and information management that affect programme implementation are identified and addressed.

Learning

  1. Design and maintain internal knowledge management platforms (teams, sharepoint)
  2. Develop strategies for documenting and disseminating lessons learned, success stories and methodological innovations within Interpeace, especially for Programme Management, Policy and Communications colleagues;
  3. Develop and update internal documents which allow the capturing of lessons learned and ensure the transfer of savoir-faire among colleagues and between programmes and policy initiatives
  4. Contribute to advancing the Interpeace approach by sharing lessons learned, best practices and innovations with Interpeace colleagues beyond the specific programmes and policy initaitives;
  5. Lead the fostering of a learning and reflective atmosphere within the programme/policy team and/or partner teams this includes accompanying relevant teams in the development of work plans for learning as well as mobilization for face-to-face meetings between partner and staff from different countries, regions and offices;
  6. Provide relevant material for publications (including donor reports) that capture results, outcomes and change as well as learning;
  7. Conduct research to contribute to the actualization of Interpeace’s learning agendas;
  8. Coordinate A2K schedule and other in-house learning events.

Qualifications:

Candidates with relevant qualifications and experience in Design, Monitoring, Evaluation and Learning (DMEL), a tertiary degree, and working proficiency in English and French, are invited to apply.

Relevant experience and qualifications may include:

Education

  1. Tertiary degree in international relations, peace and conflict studies, security studies, international cooperation, humanitarian aid, or a related field.

Experience

  1. At least 4 years of experience of DMEL, preferably in peacebuilding or development organisations, with a particular emphasis on developing systems and processes which generate and analyse field, programme and organisation level results information.
  2. Designing, conducting and analysing qualitative and quantitative research
  3. Workshop facilitation
  4. Development of M&E and/performance monitoring plans and tools.
  5. Providing adapted support and tailored solutions for monitoring and evaluation in the fields of peacebuilding, development, social business or similar fields
  6. Writing reports for donors
  7. In addition, experience of reporting within the International Aid Transparency Initiative (IATI) framework is highly desirable and would be an asset

Competencies

  1. Applying DMEL approaches (particularly Theory of Change, Reflecting on Peace Practice (RPP) Change Matrices, Outcome Mapping/Harvesting, and/or Logical Framework)
  2. Advanced computer skills in MS Office applications and ideally data processing and analysis software (SPSS, STATA, R., etc.)
  3. Data visualization software (MIRO, Power BI, etc.)
  4. Excellent communication skills: ability to write clearly and concisely and to communicate effectively and accurately (orally and in written reports)
  5. Good interpersonal skills: ability to work in a team while being able to work independently and meet deadlines, including remotely
  6. Ability to work in English and French
